POLÍTICA NACIONAL DE SAÚDE INTEGRAL DA POPULAÇÃO NEGRA: OS DESAFIOS DA IMPLEMENTAÇÃO E EQUIDADE PERANTE O RACISMO INSTITUCIONAL

Objetivo: Apresentar revisão sistemática através da leitura de artigos nacionais
e internacionais que discutem sobre o processo de implementação da Política Nacional de Saúde
Integral da População Negra e a equidade sobre a perspectiva desse grupo
populacional. Metodologia:
Para presente revisão foram pesquisados artigos nas bases de dados eletrônicas
ligados as ciências de saúde: LILACS (Literatura Latino-Americana e do Caribe
em Ciências da Saúde); BDENF (Base de Dados de Enfermagem); MEDLINE (Medical
Literature Analysis and Retrievel System Online); COLECIONASUS (Coleção Nacional das Fontes de Informação do Sistema Único
de Saúde) via BVS (Biblioteca
Virtual em Saúde), SCIELO (Scientific Eletronic Library Online); entre os meses
de março de 2021 e agosto de 2021. Utilizaram-se os seguintes descritores: Negra;
Saúde da população; Políticas. Resultados: A busca resultou em 181 registros.
Após exclusão dos artigos duplicados (n=34) e leitura do título, foram
selecionados 147 artigos para leitura dos resumos e título. Nessa etapa,
excluíram-se outros 131 estudos, restando 16 para leitura na íntegra, o qual
foram excluídos 4 artigos por não atenderem aos critérios de inclusão. Por fim,
12 estudos fizeram parte da revisão final. Conclusão: A partir dos
estudos consultados ficou evidente que a política nacional de saúde integral da
população negra é uma importante ferramenta para, efetivar, subsidiar e
operacionalizar os direitos previstos nos princípios doutrinários e
organizativos do sistema único de saúde.

reading of national and international articles that discuss the process of
implementation of the National Policy for Comprehensive Health for the Black
Population and equity from the perspective of this population group. Methodology:
For this review, articles were searched in electronic databases related to
health sciences: LILACS (Latin American and Caribbean Literature in Health
Sciences); BDENF (Nursing Database); MEDLINE (Medical Literature Analysis and
Retrievel System Online); COLECIONASUS (National Collection of Information
Sources of the Unified Health System) via VHL (Virtual Health Library), SCIELO
(Scientific Electronic Library Online); between the months of March 2021 and
August 2021. The following descriptors were used: Black; Health of the
population; Policies. Results: The search resulted in 181 records. After
excluding duplicate articles (n=34) and reading the title, 147 articles were
selected for reading the abstracts and title. At this stage, another 131
studies were excluded, leaving 16 for full reading, of which 4 article was
excluded for not meeting the inclusion criteria. Finally, 12 studies were part
of the final review. Conclusion: From the studies consulted, it became evident that the national policy of
comprehensive health for the black population is an important tool to
implement, subsidize and operationalize the rights provided for in the
doctrinal and organizational principles of the single health system.
